DOCUMENTARY CO-PRODUCTION AND DISTRIBUTION COURSE

Time: October 7-11, 2003

Course description
The objective of this course is to stimulate international co-productions in the documentary field by giving the participants the necessary tools in developing concepts, budgeting procedures and pitching techniques. It also aims at providing more experienced producers with a unique insight into the documentaries’ market and into the concrete demands of international distributors.

It will also function as a workshop in which co-production ideas from the participants are developed.  

Participants
This course targets two separate groups of producers from Estonia, Latvia, Lithuania, Poland, Russia and Belarus:
A. Eight producers from small-scale companies with an experience on the international market. These producers are looking for high-profile, detailed presentations and discussions on co-production and distribution.
B. Eight producers from small-scale companies with no international experience. These producers aim at approaching the international market and will have the opportunity to develop and discuss their projects during the course.
The course will include intensive group work and discussions, as well as plenary sessions.

Tutors
Tue Steen Müller, Director of the European Documentary Network (EDN), will be the leading trainer of this course. He will introduce the participants to the major players and funding possibilities throughout Europe today, as well as tutor the development of the producers’ projects.
Paul Pauwels, Director of Periscope Productions, Belgium, will review the rules of co-production, budgeting, legal aspects and financing. He will report on how to run a small-scale production company in the European Union.

Heino Deckert, Producer and Distributor, will give a unique insight into the documentaries’ market and into the concrete demands of international distributors.  

Cecilia Lidin, Film Consultant with the European Documentary Network (EDN), will review the different cultures and styles in the documentary field in Europe.

General Information

The Baltic Media Centre, with the support of the Baltic Educational Island Project, will cover expenses relating to the participation to the course, including accommodation and subsistence on Bornholm, as well as transportation, health and visa costs. Transportation will be arranged from and back to Riga airport that participants should reach by their own means and at their own expenses.  

Language: English (without Russian translation)
Tuition Fee: 60 euros
Deadline. Completed application forms must be returned to the BMC, either by fax or e-mail, no later than September 15, 2003. Applicants from Russia should be aware of the time needed to obtain a visa both for Latvia and for Denmark.

BALTIC MEDIA FORUM
International workshop and conference on Multilingual Radio and Television - Bornholm/Lübeck September 11 – 21, 2003

WORKSHOP AND CONFERENCE DESCRIPTION

A workshop focusing on multilingual radio and television will be held at the Baltic Media Centre on Bornholm from September 11 to 17, 2003. It will provide the participants with a broad insight into best journalistic practices and with a unique opportunity to increase their practical knowledge of multilingual communication. Examples and exercises will deal with the perspective and possibilities of multilingual broadcast in a region with many minority language groups. The course will also tackle basic principles for Internet Radio and lead to the production and launch of a daily radio programme. The training is open to 16 journalists and producers from Estonia, Latvia, Lithuania, Poland and Russia with a professional interest in or working with multilingual media products. The course language is English, with simultaneous translation into Russian.

Senior trainer Charles Fletcher, a former Training Manager with the BBC World Service, will lead the workshop. Mr Fletcher has a thorough knowledge of public service and commercial broadcasting in Europe and beyond. 

The Baltic Media Forum Conference will be held in Lübeck from September 18 to 21, 2003. It is open to the workshop’s participants and via invitation to media professionals from the entire Baltic Region. The conference consists of plenary sessions dealing with different types of media in the Baltic Sea Area and of workshop meetings on the position of multilingual programs illustrated by examples from Scandinavia and Germany. The Conference languages are English and German (simultaneous translation); Russian translation may be offered on request. Participation in the Baltic Media Forum is free of charge. Participants from Russia, Estonia, Latvia and Lithuania are refunded for APEX flight expenses, participants from Poland for their travel expenses by train.

AIMS

To bring together media workers from across the Baltic Sea Area, hence;
-          Providing general knowledge of producing good independent journalism.
-          fostering mutual assistance, understanding and knowledge,
-          taking stock of intra-regional, cross-border cooperation among TV and radio stations
-          exchanging practical experience and know-how on mono-lingual, bi-lingual or multi-lingual TV and radio programs,
-          initiating, advising and discussing media topics and media partners within the political and cultural landscape of the Baltic Sea Area,
-          promoting and establishing further intra-regional and cross-border media co-operation and networking in the Baltic Sea Area.

The workshop on Bornholm is open to 16 TV and radio professionals from Estonia, Latvia, Lithuania, Poland and Russia with an interest in or working with multilingual media products within the Baltic region. The course language is English, with simultaneous translation into Russian.

The tuition fee is of 60 Euros. Participants’ travel, accommodation and subsistence are arranged for and covered by the BMC, with the support of the Baltic Educational Island Project.

OBJECTIVE

To provide a useful, informative and educative training course for broadcasters who want to produce informative, educative and entertaining breakfast television programming.

The course will examine the existing styles of breakfast television around the Baltic Sea Region, and look at other examples from Europe, Asia and the United States.

PURPOSE

To give broadcasters an increased skills capacity to help enable them transform their creative thoughts into a credible on-screen production. The course will consist of both theoretical and practical application to help extend the abilities of the participants.

OVERVIEW

The five-day course will be heavily practical with hands on knowledge from the trainer and the participants. Each participant will be asked to provide examples of breakfast television from their country, or better, from their own station.

The course will analyse the different – and similar – approaches to breakfast television around the Baltic Sea Region, and further afield.

The course will pose the theory that while breakfast television must be a quality service to the viewers, it needn’t be as serious or heavyweight in its approach as, for example, the six o’clock news in the evening.

This breakfast television course will also debate the vexed issue of what is quality television? The benchmark set by one organisation or regulatory body may not be the same as that of another. We contrast the editorial ethos that is displayed by a range of broadcasters – and examine why a particular story is the lead item on one and not the other.

The course will include practical production techniques in camera operation, digital editing, story treatment, pieces to camera and live two-ways.

On the final day of the course, the participants will produce a pilot version of the television programme format they agree to be the best for breakfast broadcasting.
